Located in Silicon Valley, BASEE is a collaboration of seven school districts in partnership with Hewlett-Packard Company to strengthen science teaching and learning in their elementary schools. Each of the districts participated in the Hewlett-Packard Hands-On Science Program which included training at the National Science Resources Center in Washington, DC and a three-year grant from HP. The initial kit-based curriculum launch in 1992-93 led to a need for content-rich professional development.

With HP's encouragement and support, the districts designed a six-year professional development plan to improve science learning for the districts' 44,000 elementary students. In 1997, they received a National Science Foundation grant to provide teacher professional development in science with connections to math, literacy and technology. The program is allowing BASEE districts to achieve their goal for all children to learn science and its connections to their world of experience in a lively, inquiry-based program. BASEE is a partnership between Hewlett-Packard Company and the following school districts:

Mountain View Whisman School District
Palo Alto Unified School District
Redwood City School District
Santa Clara Unified School District
